ਗਿਆਨੀ ਹਰਪ੍ਰੀਤ ਸਿੰਘ ਨੇ ਕੇਂਦਰ ਸਰਕਾਰ ਵੱਲੋਂ ਭਾਖੜਾ ਬਿਆਸ ਮੈਨੇਜਮੈਂਟ ਬੋਰਡ (BBMB) ਵਿੱਚ ਮੈਂਬਰਾਂ ਦੀ ਗਿਣਤੀ ਵਧਾਉਣ ਦੇ ਫੈਸਲੇ ਨੂੰ ਪੰਜਾਬ ਦੇ ਅਧਿਕਾਰਾਂ ‘ਤੇ ਸਿੱਧਾ ਹਮਲਾ ਕਰਾਰ ਦਿੱਤਾ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਇਹ ਕਦਮ ਸੰਵਿਧਾਨਕ ਅਤੇ ਸੰਘੀ ਢਾਂਚੇ ਦੀ ਆਤਮਾ ਦੇ ਖਿਲਾਫ਼ ਹੈ ਅਤੇ ਇਸ ਨਾਲ ਪੰਜਾਬ ਦੇ ਜਲ ਸਰੋਤਾਂ ‘ਤੇ ਉਸਦਾ ਹੱਕ ਕਮਜ਼ੋਰ ਕਰਨ ਦੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ।
ਗਿਆਨੀ ਹਰਪ੍ਰੀਤ ਨੇ ਦਲੀਲ ਦਿੱਤੀ ਕਿ BBMB ਦਾ ਢਾਂਚਾ ਅਤੇ ਫੈਸਲਾ-ਪ੍ਰਕਿਰਿਆ ਪੰਜਾਬ, ਹਰਿਆਣਾ ਅਤੇ ਹਿਮਾਚਲ ਪ੍ਰਦੇਸ਼ ਦੇ ਹਿੱਤਾਂ ਨਾਲ ਗਹਿਰਾਈ ਨਾਲ ਜੁੜੀ ਹੋਈ ਹੈ। ਕੇਂਦਰ ਵੱਲੋਂ ਇਕਤਰਫ਼ਾ ਤੌਰ ‘ਤੇ ਮੈਂਬਰਸ਼ਿਪ ਵਧਾਉਣਾ ਸੂਬਿਆਂ ਦੀ ਸਲਾਹ ਅਤੇ ਸਹਿਮਤੀ ਬਿਨਾਂ ਕੀਤਾ ਗਿਆ ਕਦਮ ਹੈ, ਜੋ ਸੂਬਾਈ ਅਧਿਕਾਰਾਂ ਨੂੰ ਨਜ਼ਰਅੰਦਾਜ਼ ਕਰਦਾ ਹੈ।
ਉਨ੍ਹਾਂ ਚੇਤਾਵਨੀ ਦਿੱਤੀ ਕਿ ਜੇਕਰ ਇਹ ਫੈਸਲਾ ਵਾਪਸ ਨਾ ਲਿਆ ਗਿਆ ਤਾਂ ਪੰਜਾਬ ਵਿੱਚ ਰਾਜਨੀਤਿਕ ਅਤੇ ਸਮਾਜਿਕ ਅਸੰਤੋਸ਼ ਵਧ ਸਕਦਾ ਹੈ। ਗਿਆਨੀ ਹਰਪ੍ਰੀਤ ਨੇ ਪੰਜਾਬ ਸਰਕਾਰ ਅਤੇ ਸਾਰੀਆਂ ਰਾਜਨੀਤਿਕ ਪਾਰਟੀਆਂ ਨੂੰ ਅਪੀਲ ਕੀਤੀ ਕਿ ਉਹ ਇਕਜੁੱਟ ਹੋ ਕੇ ਇਸ ਮਾਮਲੇ ‘ਤੇ ਕੇਂਦਰ ਨਾਲ ਟਕਰਾਅ ਲੈਣ ਅਤੇ ਪੰਜਾਬ ਦੇ ਹੱਕਾਂ ਦੀ ਰੱਖਿਆ ਕਰਨ।
ਇਸ ਮਸਲੇ ਨੇ ਸੂਬੇ ਦੀ ਸਿਆਸਤ ਵਿੱਚ ਗਰਮੀ ਪੈਦਾ ਕਰ ਦਿੱਤੀ ਹੈ ਅਤੇ ਵੱਖ-ਵੱਖ ਧਿਰਾਂ ਵੱਲੋਂ ਕੇਂਦਰ ਦੇ ਕਦਮ ਦੀ ਆਲੋਚਨਾ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ। ਵਿਸ਼ਲੇਸ਼ਕਾਂ ਦਾ ਮੰਨਣਾ ਹੈ ਕਿ BBMB ਨਾਲ ਜੁੜਿਆ ਇਹ ਵਿਵਾਦ ਆਉਣ ਵਾਲੇ ਦਿਨਾਂ ਵਿੱਚ ਹੋਰ ਤੀਖਾ ਹੋ ਸਕਦਾ ਹੈ।
Senior Sikh leader Giani Harpreet Singh has strongly criticised the Centre’s decision to increase the number of members in the Bhakra Beas Management Board (BBMB), calling it a direct assault on Punjab’s rights. He stated that the move undermines the federal structure of the country and threatens Punjab’s legitimate control over its water resources.
According to Giani Harpreet, the functioning and composition of the BBMB are closely linked to the interests of Punjab, Haryana, and Himachal Pradesh. Any unilateral decision by the Centre to alter the board’s structure without consulting the concerned states, he said, amounts to ignoring state rights and constitutional norms.
He warned that such actions could deepen political and social unrest in Punjab if the decision is not withdrawn. Emphasising the sensitivity of water-sharing issues, Giani Harpreet urged the Punjab government and all political parties to come together and oppose what he termed as an unjust and arbitrary move by the Centre.
The issue has triggered fresh political debate in the state, with several leaders and organisations echoing concerns over federalism and state autonomy. Political observers believe that the BBMB controversy may escalate further in the coming days, potentially becoming a major flashpoint in Centre–state relations involving Punjab.
