ਪੰਜਾਬ ਵਿੱਚ ਬਿਜਲੀ ਵਿਭਾਗ ਦੀ ਜ਼ਮੀਨ ਵੇਚਣ ਦੀ ਸਰਕਾਰੀ ਯੋਜਨਾ ਨੇ ਨਵਾਂ ਵਿਵਾਦ ਖੜ੍ਹਾ ਕਰ ਦਿੱਤਾ ਹੈ। ਬਿਜਲੀ ਵਿਭਾਗ ਦੇ ਕਰਮਚਾਰੀਆਂ, ਇੰਜੀਨੀਅਰਾਂ ਅਤੇ ਪੈਨਸ਼ਨਰਾਂ ਦੀਆਂ ਯੂਨੀਅਨਾਂ ਨੇ ਇਸ ਫੈਸਲੇ ਦਾ ਸਖ਼ਤ ਵਿਰੋਧ ਕਰਦਿਆਂ ਸਰਕਾਰ ਨੂੰ ਘੇਰਿਆ ਹੈ। ਉਨ੍ਹਾਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਜ਼ਮੀਨ ਵੇਚਣਾ ਕਿਸੇ ਵੀ ਤਰ੍ਹਾਂ ਨਾਲ ਬਿਜਲੀ ਖੇਤਰ ਦੀਆਂ ਮੂਲ ਸਮੱਸਿਆਵਾਂ ਦਾ ਹੱਲ ਨਹੀਂ ਹੈ, ਬਲਕਿ ਇਸ ਨਾਲ ਭਵਿੱਖ ਵਿੱਚ ਵਿਭਾਗ ਨੂੰ ਹੋਰ ਨੁਕਸਾਨ ਹੋ ਸਕਦਾ ਹੈ।
ਕਰਮਚਾਰੀ ਯੂਨੀਅਨਾਂ ਦੇ ਅਗੂਆਂ ਨੇ ਦੱਸਿਆ ਕਿ ਬਿਜਲੀ ਵਿਭਾਗ ਦੀ ਜ਼ਮੀਨ ਇੱਕ ਕੀਮਤੀ ਸਰਕਾਰੀ ਸੰਪਤੀ ਹੈ, ਜਿਸਨੂੰ ਵੇਚਣ ਦੀ ਬਜਾਏ ਉਸਦਾ ਸੁਚੱਜਾ ਇਸਤੇਮਾਲ ਕੀਤਾ ਜਾਣਾ ਚਾਹੀਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਦਾ ਮੰਨਣਾ ਹੈ ਕਿ ਇਸ ਤਰ੍ਹਾਂ ਦੇ ਕਦਮ ਨਾਲ ਵਿਭਾਗ ਨੂੰ ਨਿੱਜੀਕਰਨ ਵੱਲ ਧੱਕਿਆ ਜਾ ਰਿਹਾ ਹੈ, ਜੋ ਨਾ ਸਿਰਫ਼ ਕਰਮਚਾਰੀਆਂ ਦੇ ਹਿੱਤਾਂ ਦੇ ਖਿਲਾਫ਼ ਹੈ, ਸਗੋਂ ਆਮ ਖਪਤਕਾਰਾਂ ਲਈ ਵੀ ਨੁਕਸਾਨਦੇਹ ਸਾਬਤ ਹੋ ਸਕਦਾ ਹੈ।
ਯੂਨੀਅਨਾਂ ਨੇ ਆਰੋਪ ਲਗਾਇਆ ਕਿ ਸਰਕਾਰ ਵਿੱਤੀ ਘਾਟੇ ਨੂੰ ਪੂਰਾ ਕਰਨ ਲਈ ਤੁਰੰਤ ਹੱਲ ਲੱਭ ਰਹੀ ਹੈ, ਪਰ ਇਸ ਦੌਰਾਨ ਲੰਬੇ ਸਮੇਂ ਦੇ ਨਤੀਜਿਆਂ ਨੂੰ ਨਜ਼ਰਅੰਦਾਜ਼ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ। ਕਰਮਚਾਰੀਆਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਜੇਕਰ ਜ਼ਮੀਨ ਵੇਚ ਦਿੱਤੀ ਗਈ ਤਾਂ ਆਉਣ ਵਾਲੇ ਸਮੇਂ ਵਿੱਚ ਬਿਜਲੀ ਉਤਪਾਦਨ, ਟ੍ਰਾਂਸਮਿਸ਼ਨ ਅਤੇ ਰੱਖ-ਰਖਾਵ ਸਹੂਲਤਾਂ ‘ਤੇ ਅਸਰ ਪੈ ਸਕਦਾ ਹੈ।
ਇਸ ਮਾਮਲੇ ਨੂੰ ਲੈ ਕੇ ਬਿਜਲੀ ਕਰਮਚਾਰੀਆਂ ਨੇ ਸੂਬੇ ਭਰ ਵਿੱਚ ਪ੍ਰਦਰਸ਼ਨ ਕਰਨ ਅਤੇ ਸੰਘਰਸ਼ ਨੂੰ ਹੋਰ ਤੇਜ਼ ਕਰਨ ਦੀ ਚੇਤਾਵਨੀ ਦਿੱਤੀ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਸਰਕਾਰ ਨੂੰ ਅਪੀਲ ਕੀਤੀ ਹੈ ਕਿ ਕਰਮਚਾਰੀਆਂ ਨਾਲ ਗੱਲਬਾਤ ਕਰਕੇ ਕੋਈ ਵਾਜਬ ਅਤੇ ਪਾਰਦਰਸ਼ੀ ਹੱਲ ਕੱਢਿਆ ਜਾਵੇ। ਯੂਨੀਅਨਾਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਜੇਕਰ ਸਰਕਾਰ ਨੇ ਆਪਣਾ ਫੈਸਲਾ ਵਾਪਸ ਨਾ ਲਿਆ ਤਾਂ ਆਉਣ ਵਾਲੇ ਦਿਨਾਂ ਵਿੱਚ ਵੱਡਾ ਅੰਦੋਲਨ ਛੇੜਿਆ ਜਾ ਸਕਦਾ ਹੈ।
The Punjab government’s plan to sell land belonging to the power department has triggered a major controversy, with power employees, engineers, and pensioners strongly opposing the move. Various unions representing the electricity sector have criticised the government, arguing that selling valuable departmental land is not a sustainable solution to the challenges faced by the power sector.
Union leaders stated that the land owned by the power department is an important public asset and should be utilised in a planned and productive manner rather than being sold off to meet short-term financial needs. According to them, the proposed land sale could push the power sector towards gradual privatisation, which would negatively impact employees as well as consumers.
The employees allege that the government is attempting to bridge its financial deficit through asset sales without considering the long-term consequences. They warned that once such land is sold, it cannot be reclaimed, potentially affecting future expansion, infrastructure development, and maintenance of power generation and transmission facilities.
Power sector unions have also raised concerns about job security and working conditions, stating that any move towards privatisation would put additional pressure on employees and could lead to higher electricity tariffs for the public. They stressed that reforms should focus on improving efficiency, reducing losses, and strengthening infrastructure rather than selling off strategic assets.
In response to the proposed land sale plan, power employees have announced statewide protests and warned of intensifying their agitation if the government fails to reconsider its decision. They have urged the authorities to initiate dialogue with employee representatives and adopt a transparent, consultative approach to resolve the issue.
