ਪੰਜਾਬ ਵਿੱਚ ਮੌਜੂਦਾ ਆਬਕਾਰੀ ਨੀਤੀ ਨੂੰ ਲੈ ਕੇ ਸ਼ਰਾਬ ਵਪਾਰੀਆਂ ਵਿੱਚ ਗਹਿਰੀ ਨਾਰਾਜ਼ਗੀ ਸਾਹਮਣੇ ਆਈ ਹੈ। ਸੂਬੇ ਭਰ ਦੇ ਸ਼ਰਾਬ ਵਪਾਰੀਆਂ ਅਤੇ ਡੀਲਰ ਐਸੋਸੀਏਸ਼ਨਾਂ ਨੇ ਸਰਕਾਰ ਕੋਲ ਨੀਤੀ ਵਿੱਚ ਤੁਰੰਤ ਬਦਲਾਅ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ। ਵਪਾਰੀਆਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਮੌਜੂਦਾ ਆਬਕਾਰੀ ਨੀਤੀ ਜਮੀਨੀ ਹਕੀਕਤਾਂ ਨਾਲ ਮੇਲ ਨਹੀਂ ਖਾਂਦੀ ਅਤੇ ਇਸ ਕਾਰਨ ਵਪਾਰ ਨੂੰ ਭਾਰੀ ਨੁਕਸਾਨ ਝੱਲਣਾ ਪੈ ਰਿਹਾ ਹੈ।
ਵਪਾਰੀਆਂ ਅਨੁਸਾਰ, ਨੀਤੀ ਵਿੱਚ ਸ਼ਾਮਲ ਕੁਝ ਸ਼ਰਤਾਂ ਬਹੁਤ ਸਖ਼ਤ ਹਨ, ਜਿਸ ਨਾਲ ਛੋਟੇ ਅਤੇ ਦਰਮਿਆਨੇ ਵਪਾਰੀ ਸਭ ਤੋਂ ਜ਼ਿਆਦਾ ਪ੍ਰਭਾਵਿਤ ਹੋ ਰਹੇ ਹਨ। ਉਨ੍ਹਾਂ ਦਾ ਦੋਸ਼ ਹੈ ਕਿ ਉੱਚ ਲਾਇਸੈਂਸ ਫੀਸ, ਖੁੱਲ੍ਹੇ ਕੋਟੇ ਦੀ ਪ੍ਰਣਾਲੀ ਅਤੇ ਬਾਰ-ਬਾਰ ਹੋਣ ਵਾਲੀਆਂ ਜਾਂਚਾਂ ਕਾਰਨ ਵਪਾਰ ਕਰਨਾ ਮੁਸ਼ਕਲ ਹੋ ਗਿਆ ਹੈ। ਕਈ ਵਪਾਰੀਆਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਇਸ ਨਾਲ ਗੈਰਕਾਨੂੰਨੀ ਸ਼ਰਾਬ ਦੇ ਵਪਾਰ ਨੂੰ ਵੀ ਹੋਂਸਲਾ ਮਿਲ ਰਿਹਾ ਹੈ।
ਸ਼ਰਾਬ ਵਪਾਰੀ ਸੰਘ ਦੇ ਅਗੂਆਂ ਨੇ ਕਿਹਾ ਕਿ ਸਰਕਾਰ ਨੂੰ ਚਾਹੀਦਾ ਹੈ ਕਿ ਉਹ ਨੀਤੀ ਬਣਾਉਂਦੇ ਸਮੇਂ ਸਾਰੇ ਹਿੱਸੇਦਾਰਾਂ ਨਾਲ ਵਿਚਾਰ-ਵਟਾਂਦਰਾ ਕਰੇ। ਉਨ੍ਹਾਂ ਦਾ ਮੰਨਣਾ ਹੈ ਕਿ ਜੇਕਰ ਨੀਤੀ ਵਿੱਚ ਤੁਰੰਤ ਸੋਧ ਨਾ ਕੀਤੀ ਗਈ ਤਾਂ ਸੂਬੇ ਵਿੱਚ ਸ਼ਰਾਬ ਦੇ ਕਾਨੂੰਨੀ ਵਪਾਰ ‘ਤੇ ਮਾੜਾ ਅਸਰ ਪਵੇਗਾ, ਜਿਸ ਨਾਲ ਸਰਕਾਰੀ ਰਾਜਸਵ ਨੂੰ ਵੀ ਨੁਕਸਾਨ ਹੋ ਸਕਦਾ ਹੈ।
ਵਪਾਰੀਆਂ ਨੇ ਇਹ ਵੀ ਦੱਸਿਆ ਕਿ ਮੌਜੂਦਾ ਪ੍ਰਣਾਲੀ ਕਾਰਨ ਕਈ ਠੇਕੇ ਘਾਟੇ ਵਿੱਚ ਚੱਲ ਰਹੇ ਹਨ ਅਤੇ ਕਈ ਲੋਕਾਂ ਨੇ ਵਪਾਰ ਛੱਡਣ ਬਾਰੇ ਵੀ ਸੋਚਣਾ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤਾ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਸਰਕਾਰ ਤੋਂ ਮੰਗ ਕੀਤੀ ਹੈ ਕਿ ਨੀਤੀ ਨੂੰ ਵਪਾਰੀ-ਮਿਤਰ ਬਣਾਇਆ ਜਾਵੇ ਅਤੇ ਜ਼ਮੀਨੀ ਪੱਧਰ ‘ਤੇ ਆ ਰਹੀਆਂ ਸਮੱਸਿਆਵਾਂ ਨੂੰ ਸਮਝਿਆ ਜਾਵੇ।
ਸ਼ਰਾਬ ਵਪਾਰੀਆਂ ਨੇ ਚੇਤਾਵਨੀ ਦਿੱਤੀ ਹੈ ਕਿ ਜੇਕਰ ਸਰਕਾਰ ਨੇ ਉਨ੍ਹਾਂ ਦੀਆਂ ਮੰਗਾਂ ‘ਤੇ ਧਿਆਨ ਨਾ ਦਿੱਤਾ ਤਾਂ ਉਹ ਸਾਂਝੇ ਤੌਰ ‘ਤੇ ਅੰਦੋਲਨ ਕਰਨ ਲਈ ਮਜਬੂਰ ਹੋਣਗੇ। ਇਸ ਮਸਲੇ ਨੇ ਸੂਬੇ ਦੀ ਸਿਆਸਤ ਵਿੱਚ ਵੀ ਚਰਚਾ ਨੂੰ ਤੇਜ਼ ਕਰ ਦਿੱਤਾ ਹੈ ਅਤੇ ਆਉਣ ਵਾਲੇ ਦਿਨਾਂ ਵਿੱਚ ਇਸ ‘ਤੇ ਸਰਕਾਰ ਦਾ ਰੁਖ ਮਹੱਤਵਪੂਰਨ ਮੰਨਿਆ ਜਾ ਰਿਹਾ ਹੈ।
Liquor traders across Punjab have expressed strong dissatisfaction with the current excise policy and have demanded an immediate revision. Various traders’ associations and license holders have urged the state government to amend the policy, stating that it does not align with ground realities and is causing significant financial stress to those engaged in the legal liquor trade.
According to the traders, several provisions of the existing excise policy are overly stringent and disproportionately affect small and medium-scale businesses. They have raised concerns over high licence fees, the open quota system, and frequent inspections, which they claim have made it increasingly difficult to run operations smoothly. Traders also warned that such conditions may inadvertently encourage illegal liquor trade, undermining the legal system.
Leaders of liquor traders’ associations emphasised that policy decisions should be made after meaningful consultation with all stakeholders. They argued that if corrective measures are not taken in time, the legal liquor trade in Punjab could suffer further setbacks, which would ultimately impact state revenue as well.
Many traders pointed out that several liquor vends are operating at a loss under the current framework, forcing some business owners to reconsider their continuation in the sector. They stressed that an unstable policy environment discourages investment and affects employment linked to the liquor trade.
The traders have appealed to the government to introduce a more balanced and trader-friendly excise policy that addresses practical challenges faced on the ground. They have also called for transparency and consistency in policy implementation to restore confidence among licence holders.
Warning of possible agitation, liquor traders stated that they would be compelled to launch collective protests if their demands are ignored. The issue has begun to draw political attention, with opposition parties also raising questions about the effectiveness of the existing excise policy. Observers believe that the government’s response to the traders’ concerns in the coming days will be crucial in determining the future course of the excise policy and its impact on Punjab’s economy.
