ग्रेटर लुधियाना एरिया डेवलपमेंट अथॉरिटी (Greater Ludhiana Area Development Authority) ने डिफॉल्टर अलॉटमेंट्स के खिलाफ सख्त कार्रवाई शुरू कर दी है। पंजाब अपार्टमेंट एंड प्रॉपर्टी रेगुलेशन एक्ट (PAPR Act) के तहत उन आवंटियों के खिलाफ कानूनी कदम उठाए गए हैं, जो लंबे समय से अपने रिहायशी और व्यावसायिक प्लॉट/मकानों की बकाया राशि जमा नहीं कर रहे थे।
ग्लाडा के प्रवक्ता ने बताया कि PAPR Act की धारा 45 के तहत ऐसे डिफॉल्टरों को बार-बार नोटिस जारी किए गए और बकाया जमा करने के लिए पर्याप्त अवसर दिए गए। इसके बावजूद संबंधित आवंटियों ने नियमों का पालन नहीं किया। सभी कानूनी प्रक्रियाएं पूरी करने के बाद GLADA ने इन डिफॉल्टर अलॉटमेंट्स को रद्द कर दिया है।
अधिकारियों के अनुसार लगातार बकाया न चुकाने के कारण लगभग 150 करोड़ रुपये की राशि प्रभावित हुई है, जिससे विकास और इंफ्रास्ट्रक्चर से जुड़े कई कार्यों पर प्रतिकूल असर पड़ा है। इससे चल रही और प्रस्तावित जनकल्याण परियोजनाएं भी प्रभावित हुई हैं। GLADA ने बाकी बचे डिफॉल्टरों को तुरंत बकाया राशि जमा करने की अपील की है, अन्यथा नियमों और कानूनी प्रावधानों के तहत उनकी अलॉटमेंट भी रद्द की जा सकती है।
संबंधित डिफॉल्टरों को किसी भी स्पष्टीकरण के लिए GLADA के एस्टेट कार्यालय, लुधियाना से संपर्क करने को कहा गया है। GLADA के मुख्य प्रशासक Sandeep Kumar ने सभी आवंटियों से समय पर भुगतान सुनिश्चित करने की अपील की है, ताकि विकास कार्य सुचारु रूप से जारी रह सकें और आम जनता को बेहतर बुनियादी ढांचे और सुविधाओं का लाभ मिल सके।

GLADA Takes Strict Action Against Defaulters, Cancels Allotments; Appeals for Timely Payment of Dues
The Greater Ludhiana Area Development Authority (GLADA) has initiated strict action against defaulting allotments. Legal proceedings have been undertaken under the provisions of the Punjab Apartment and Property Regulation Act (PAPR Act) against those allottees who have failed to pay the arrears of their residential and commercial plots/houses for a prolonged period.
According to a GLADA spokesperson, repeated notices were issued to the defaulters under Section 45 of the PAPR Act, and multiple opportunities were provided to clear their dues. However, despite due legal process and adequate opportunity, no compliance was made. After completing all necessary legal formalities, GLADA has canceled the allotments of such defaulters.
Officials stated that due to continuous defaults, funds amounting to nearly Rs 150 crore have been adversely affected, impacting various development and infrastructure works. Several ongoing and proposed public welfare projects have also suffered setbacks. GLADA has urged the remaining defaulters to deposit their arrears immediately, failing which strict proceedings, including cancellation of allotments as per rules and legal provisions, will be initiated.
Concerned defaulters have been advised to contact the GLADA Estate Office in Ludhiana for clarification regarding their arrears. GLADA Chief Administrator Sandeep Kumar appealed to all allottees to ensure timely payment of dues so that development works can continue smoothly and the public can benefit from improved civic infrastructure and facilities.
