ਲੁਧਿਆਣਾ: ਆਮ ਲੋਕਾਂ ਲਈ ਯੋਜਨਾਬੱਧ ਅਤੇ ਸੁਰੱਖਿਅਤ ਰਿਹਾਇਸ਼ ਯਕੀਨੀ ਬਣਾਉਣ ਵੱਲ ਇੱਕ ਵੱਡੇ ਕਦਮ ਤਹਿਤ, ਗ੍ਰੇਟਰ ਲੁਧਿਆਣਾ ਏਰੀਆ ਡਿਵੈਲਪਮੈਂਟ ਅਥਾਰਟੀ (ਗਲਾਡਾ) ਨੇ ਪੰਜਾਬ ਅਪਾਰਟਮੈਂਟ ਅਤੇ ਪ੍ਰਾਪਰਟੀ ਰੈਗੂਲੇਸ਼ਨ (ਪੈਪਰਾ) ਐਕਟ, 1995 ਅਧੀਨ ਸ਼ਹਿਰੀ ਵਿਕਾਸ ਨੂੰ ਨਿਯਮਿਤ ਕਰਨ ਵਿੱਚ ਮਹੱਤਵਪੂਰਣ ਪ੍ਰਗਤੀ ਕੀਤੀ ਹੈ।
ਜੁਲਾਈ 2025 ਤੋਂ ਜਨਵਰੀ 2026 ਤੱਕ, ਗਲਾਡਾ ਵੱਲੋਂ ਗ੍ਰੇਟਰ ਲੁਧਿਆਣਾ ਖੇਤਰ ਦੀਆਂ ਵੱਖ-ਵੱਖ ਰਿਹਾਇਸ਼ੀ ਕਾਲੋਨੀਆਂ ਨੂੰ ਪੈਪਰਾ ਐਕਟ ਅਧੀਨ ਕੁੱਲ 33 ਲਾਇਸੈਂਸ ਜਾਰੀ ਕੀਤੇ ਗਏ। ਇਸ ਪਹਿਲ ਦਾ ਮਕਸਦ ਅਧਿਕ੍ਰਿਤ ਅਤੇ ਸੁਚੱਜੇ ਸ਼ਹਿਰੀ ਵਿਕਾਸ ਨੂੰ ਉਤਸ਼ਾਹਿਤ ਕਰਨਾ ਅਤੇ ਗੈਰਕਾਨੂੰਨੀ ਕਾਲੋਨੀਆਂ ‘ਤੇ ਰੋਕ ਲਗਾਉਣਾ ਹੈ।
ਇਸੇ ਅਵਧੀ ਦੌਰਾਨ, ਲਾਇਸੈਂਸਿੰਗ ਸ਼ਾਖਾ ਵੱਲੋਂ 15 ਪ੍ਰੋਮੋਟਰ ਰਜਿਸਟ੍ਰੇਸ਼ਨ ਸਰਟੀਫਿਕੇਟ ਅਤੇ 2 ਐਸਟੇਟ ਏਜੰਟ ਰਜਿਸਟ੍ਰੇਸ਼ਨ ਸਰਟੀਫਿਕੇਟ ਵੀ ਜਾਰੀ ਕੀਤੇ ਗਏ। ਇਹ ਕਦਮ ਰੀਅਲ ਐਸਟੇਟ ਲੈਣ-ਦੇਣ ਵਿੱਚ ਪਾਰਦਰਸ਼ਤਾ ਅਤੇ ਜ਼ਿੰਮੇਵਾਰੀ ਨੂੰ ਮਜ਼ਬੂਤ ਕਰਨ ਦੇ ਨਾਲ-ਨਾਲ ਘਰ ਖਰੀਦਦਾਰਾਂ ਦੇ ਹਿੱਤਾਂ ਦੀ ਰੱਖਿਆ ਕਰਨ ਵੱਲ ਕੇਂਦ੍ਰਿਤ ਹਨ।
ਨਿਯਮਾਤਮਕ ਮਨਜ਼ੂਰੀਆਂ ਦੇ ਨਾਲ-ਨਾਲ, ਗਲਾਡਾ ਨੇ ਡਿਫਾਲਟਰ ਕਾਲੋਨਾਈਜ਼ਰਾਂ ਖ਼ਿਲਾਫ਼ ਸਖ਼ਤ ਕਾਰਵਾਈ ਕਰਦੇ ਹੋਏ ਲਗਭਗ ₹25 ਕਰੋੜ ਦੀ ਰਕਮ ਦੀ ਵਸੂਲੀ ਵੀ ਸਫ਼ਲਤਾਪੂਰਵਕ ਕੀਤੀ ਹੈ। ਇਹ ਵਸੂਲੀ ਸਰਕਾਰੀ ਬਕਾਇਆ ਕਲੀਅਰ ਕਰਨ ਅਤੇ ਨਿਯਮ ਲਾਗੂ ਕਰਨ ਦੀ ਪ੍ਰਕਿਰਿਆ ਨੂੰ ਹੋਰ ਮਜ਼ਬੂਤ ਕਰਨ ਵੱਲ ਇੱਕ ਅਹੰਕਾਰਪੂਰਕ ਕਦਮ ਹੈ।

GLADA Takes Major Action: 33 Residential Colony Licenses Issued in 6 Months, ₹25 Crore Recovered
Ludhiana: In a major step towards ensuring planned and secure housing for the general public, the Greater Ludhiana Area Development Authority (GLADA) has made notable progress in regulating urban development under the Punjab Apartment and Property Regulation (PAPR) Act, 1995.
From July 2025 to January 2026, GLADA issued a total of 33 licenses to various residential colonies across the Greater Ludhiana region under the PAPR Act. This initiative aims to promote authorized and well-planned urban development while curbing illegal colonization.
During the same period, the licensing branch also issued 15 promoter registration certificates and two estate agent registration certificates. These measures are intended to enhance transparency and accountability in real estate transactions, thereby safeguarding the interests of home buyers.
In addition to regulatory approvals, GLADA took strict action against defaulters and successfully recovered approximately ₹25 crore from defaulting colonisers. This recovery marks a significant step in clearing government dues and strengthening regulatory enforcement.
